Subj: STANDING ORDER SSN08.1 Foreign Language Usage for
Mission Reports
1. By order of the Chief of Naval Operations, ADM Adui,
and with support of the senior staff; it has been decided
that as of this date mission reports can be written in
the native language of the reporting officer. Sea Wolves
is a world wide online gaming community and we need never
forget that. Our brothers and sisters in foreign
countries for the past 10 years have had to convert and
struggle at times to write mission reports in English. As
of today this is no longer the case.
2. Submarine Surface Navy (SSN) Officers that are more
comfortable writing in their native language can do so
without repercussion from the chain of command. In
today's technology world their are many translators that
can be used, which for the past 10 years our foreign
speaking members had to use, to decipher mission reports
that are not in English. If an officer wishes to write in
their native language and then use a converter and paste
the mission description then that will be acceptable as
well. I know that conversions do not always make sense
due to the English use of verbs and adverbs in their
sentence structure. I am asking that ALL officers of the
SSN Division support this standing order and comply with
it's core purpose.
3. All Fleet Commanders, Training Commanders will ensure
this message gets to all their officers and or cadets
under their charge. Any questions, comments or concerns
can be sent directly to the Vice Chief of Naval
Operations - SSN for review, comment or consideration.

SVN OFFICER COURSES

SOBC Submarine Platforms
FOBC FFG Platforms
AOBC P-3 P-3 Orion Platforms
AOBC MH-60R Helicopter Platforms
The above courses are mostly student self-paced. Any
student can take the above course test or tests without
attending the theory study lectures. If the student does
not pass the test then he/she must refresh themselves
with the theory lectures and course Manual and retest.
All missions assigned by the instuctor must be completed
to satisfaction of the course instuctor for graduation.

There has been some confusion as to the official status
of the games re-released in Naval Combat Pack by Sonalyst
Combat Simulations inc.
To eliminate the confusion, partly my fault due to my
early stance on the 688i game, the following is standing
orders on this matter until revoked by myself or the
CNO-SVN:
All games released in the Naval Combat Pack are
considered official sims and are allowed for scoring by
ANY SVN officer who chooses to do so. However, Due to the
nature of this package we are still testing these sims
for bugs. Therefore, it is also hereby ordered by my
office that any and all glitches or problems, perceived
or otherwise, be reported to the R&D department, and
CC'd to me for further study.
My instructions for installing and using the SCS 688i
version were released not to long ago. The install
instructions for FC should be pretty accurate on the
website, see CDR Havoc for any questions on that sim.
There are currently no divers for SC that I know of at
this time, however as that too is still a recognised
SW-SVN game feel free to use it as well.
SW scenarios are to be used for all dives as per normal
SOP.
I can be contacted if there are any policy questions or
concerns via the normal chain of command.

Policy updates

Inactive officers: The time limit per dive has been
extended to 45 days, until January 31st 2007, pending
further consideration by the CoC.. However, military
personnel, ( this means ONLY those we know, or can
reasonably believe are military), will be placed on in
fleet leave indefinitely with or without having given
prior notice.
For all others, after November 30th any officer who is
beyond 45 days will be sent to the inactive fleets.
Records for officers inactive more than 3 calendar months
will be backed up and deleted from the rosters.
Inactive officers can at anytime before this request ELOA
status, and will be considered on a case by case status.
In fleet leave: Any officer NOT placed on leave due to
military deployment, MUST keep in touch with the FC of
that fleet on at least a biweekly basis or they will be
sent to the ELOA fleet and be constrained to the one year
limit there. So long as the officer keeps in touch and
His/her FC believes they are in earnest he/she may keep
them on leave as long as he/she deems appropriate for
that persons specific situation. If an officer can not
reasonably expect to keep in touch with His/her FC every
other week, but expects to be able to return within 4
weeks or so, the FC may keep them in fleet. Anyone
needing longer leave time without the ability to maintain
contact must request ELOA.
ELOA: Any officer who requests ELOA, or is
administratively placed there for any reason has up to
one year to maintain this status WITHOUT the need for
contact until he/she is able to return to us. However;
any officer that does not make contact by the time his
year is up will be summarily deleted, records backed up,
WITHOUT any notice, inactive period, or recourse. Any
officer who has kept in touch, and is just overdue will
either be given an extension, or be transfered to the
inactive fleet. This decision is made on a case by case
basis by the DCNO-SVN, or above.

1) Officers discharged by reason of inactivity or ELOA
discharges can petition the CoC to be reinstated. This
will be considered on a case by case basis. Any officer
who attained rank above LTJG before leaving and held a
staff position of any kind will be reinstated to there
final rank upon leaving Sea Wolves. Officers petitioning
for reinstatement who did not hold any office will be
reinstated to one rank below the final rank they held
before leaving. (Example- Returning LCDR is now a LT)
2) Officers who resigned, and return will be reinstated
as follows, no petition needed: Any officer who attained
rank above LTJG before resigning and held a staff
position of any kind will be reinstated to there final
rank upon leaving Sea Wolves. Officers returning who did
not hold any office will be reinstated to one rank below
the final rank they held before leaving. (Example-
Returning LCDR is now a LT)
3) Returning flag officers, (Admiral and above) will
ALWAYS be reinstated to there final rank in SVN, as if
they were retired.
4) the above reinstatements will include a 60 day
activity probation. If the officers can not maintain
contact regularly AND hold the minimum 30 day dive
requirement they will be reduced in rank to ENS and will
be forced to attain rank as any new member does.

ROE Changes

<S> Officers of the SVN,
Effective immediately there are a few changes to ROE. For
the moment these are all temporary changes, and will have
a definite end.
The dive requirement is extended to once in 45 days,
until January 31st 2007 . This will allow us to keep
those delinquent a bit longer, and hopefully give grace
to get them going.
To my FC's, No officer will be sent inactive regardless
of dive delinquency until after November 30 2006.
Fleet level bounties are hereby reopened under the old
rules, as I remember them.
Officers at or below the rank of the bounty officer will
receive the NAM and 15 bonus points for taking the
bounty. Officers above the rank will receive 5 bonus
points and the NAM for taking the bounty. Your FC's are
ordered to administer bounties as they see fit beyond
that, with a maximum bounty time of one calendar month
per officer. (EG they can decide how to pass on the
bounty and if the bounty can be collected more than once
per bounty officer.)
Understand this FC's, I expect to begin seeing bounty
reports from every fleet, and I want to be notified of
each bounty officer as he or she is assigned.
At the VN level the same rules apply, except that the
officer who takes the bounty will then become the bounty
officer till he is sunk in a bounty dive.
